Check out how Google interprets this search.
When you begin to type ‘california pest’, Google offers these suggestions:
Notice the government weighted results.
When you begin to type in ‘pest control’ you get an entirely new set of suggestions.
Notice the more commercial set of results.
Most likely people searching for pest control services in California are going to start their search words with ‘pest control’ rather than ‘california’.
The idea here is to learn how your target audience searches online.
